Wha? Wait a minute, wait a f*&%in' minute...The President?!? They are going to have to work REALLY, REALLY hard to make this plot twist make sense...because on the surface it doesn't track. I mean, it's kinda cool that the President has been playing a buffoon all this time but I'm not sure it makes any sense. It was cool seeing Jack bein' a stone-cold killer again...and Wayne Palmer even getting in on the act. But this President thing...I don't know...

Okay, here's my President explaination for you. The President signed on for the "send the nerve gas back to the terrorists" plan and then it blew up in his face. It would have been the perfect follow up to the signing of his agreement. All the rest has been damage control. Look at the clues carefully and this tracks well to what has happened so far.
